Chennai’s Municipal Administration and Water Supply Department Minister, K N Nehru, announced on Thursday that the Greater Chennai Corporation will take action against all illegal hoardings in the city and punish offenders. The goal of regulating hoardings and establishing rules is to prevent the proliferation of illegal advertising hoardings throughout the city and bring offenders to justice.
According to Nehru, the AIADMK government had previously established rules stating that hoardings could only be allowed on Chennai Corporation’s land. However, the Madras High Court struck down this rule, claiming that it was against Article 19, and instructed the government to create new regulations. Despite this, the AIADMK government failed to do so. The DMK has now introduced new regulations to legalize hoardings, which have been in effect since April 13.
The minister reported that the corporation has already removed over 500 illegal hoardings in the last six months. Currently, there are 697 more hoardings in the city with a court order preventing their removal. The minister stated that the government will work to legally remove these hoardings too, after residents recently raised concerns about hoardings and billboards causing safety issues for pedestrians.
The state government has created new rules to allow hoardings and displays in a variety of places. The rules stipulate various sizes and restrictions related to each location.
The license to display hoardings will be valid for three years, and it must be renewed two years before it expires. The government has permitted scrolling of printed displays with a dwell time of ten seconds and a transition time of one second, while it has banned animations and moving videos in areas with vehicle traffic.
